Sand and coastal wetland meet the Mexico, United States border here, marking the southernmost point in the state of California. The park sits beside the Tijuana River National Estuarine Research Reserve, forming its southern edge, and lies next to Playas de Tijuana across the international line. It protects a stretch of beach and coastal habitat within the city limits of Imperial Beach.
