San Francisco Bay's shoreline forms the spine of this refuge, stretching across 8.5 miles and 1,854 acres between Richmond, Albany, Berkeley, Emeryville, and Oakland. The grounds mix leftover natural marshland with wetlands brought back through restoration, plus filled ground west of the freeway, divided into named sections like Point Isabel, Albany Beach, Berkeley Meadow, and the Emeryville Crescent. It carries the name of Sylvia McLaughlin, a Save the Bay founder credited with pushing for its creation, and the East Bay Regional Park District now runs it under a long-term agreement with the state.
